2.1.3-rc-20131129 Last Of November

Dear All,

2.1.3 is postponed until 2013-12-06, at least!

Since we like to end the 2.1.* cycle w/ a 'good' release,
i.e. one which works everywhere without major bugs,
here is a RC:
