You can get 120 frames per second if you are using a 120hz monitor however most monitors you can buy are fixed at 60Hz hence thats why you get 60 frames per second.

There are some enthusiast monitors and VR systems that can support up to 144Hz and 240Hz.

Actually, if the hardware was perfectly accurate, only 21 frames per second would be enough for human eyes (based on the knowledge on persistence of vision).
