There is another discussion here with a user having an incorrect GL 1.1 version on a computer supposed to support GL3. It is Win10, Intel HD graphics, Java 8. Julien indicated an existing bug due to a limitation on Intel. I know you are on NVidia and probably already red this, but that may give ideas...
