If you are looking for Maven artifacts, you can get one of the most recent version here. It is not an official one but it works :)  

About JOGL on windows : I gathered all workarounds and issues on JOGL in a convenient sheet available here. You'll find links pointing toward several tickets indicating what to do to circumvent a bug.
